MCI and Iranian Red Crescent Sign Partnership to Boost Emergency Services with Smart Technologies
Under the terms of the agreement, MCI will provide the Red Crescent with a suite of smart technologies and communication services.
MCI, Iran’s largest mobile operator, and the Iranian Red Crescent Society have signed a memorandum of understanding (MoU) aimed at modernizing emergency response services and mitigating social harm through digital and data-driven solutions.
According to the Communications and Public Relations Office, the agreement was formalized in a ceremony held on Sunday, May 25, 2025, at the Red Crescent headquarters. Key figures in attendance included Hamid Behroozi, Deputy CEO of MCI; Pirhossein Kolivand, President of the Iranian Red Crescent; and Meysam Afshar, the organization’s Secretary-General.
Under the terms of the agreement, MCI will provide the Red Crescent with a suite of smart technologies and communication services, including the development and deployment of early-warning SMS systems for disaster-stricken areas, connected car services, and automatic vehicle tracking platforms for fleet monitoring and management.
The mobile operator will also deliver technical and engineering support to enable location-based data for emergency calls to the Red Crescent's 112 hotline, enhance routing for 112 calls across mobile and landline networks, and deploy mobile base stations in underserved areas to support relief operations.
Additional services outlined in the MoU include the deployment of MCI push-to-talk radio-over-data system (Avak), secure enterprise APN services for connecting Red Crescent buildings and operation centers, and MVPN services to reduce internal communication costs.
Speaking at the ceremony, MCI Deputy CEO emphasized the company's capabilities in helping digitize and optimize the Red Crescent’s operations:
“Iran Mobile Communications Company is fully prepared to support this partnership,” said Behroozi. “Over the past few years, we have embraced a data-centric, platform-based approach, successfully collaborating with sectors like energy, healthcare, and agriculture.”
He expressed hope that MCI’s robust data analytics capabilities could be leveraged by the Red Crescent to serve the Iranian public more effectively.
Afshar, Secretary-General of the Red Crescent, highlighted the shared missions and wide-reaching impact of both organizations:
“The Red Crescent is a vital social asset, and this partnership stands to benefit both sides significantly.”
Kolivand, the organization’s president, reiterated the Red Crescent’s mission to assist the public and emphasized the growing importance of data analysis and artificial intelligence in disaster relief and social support services.
“MCI can not only support the development of crucial digital platforms but also play a key role in education, research, and volunteer recruitment,” he noted.
“With this collaboration, we aim to strengthen our rapid response capabilities while also addressing broader social vulnerabilities.”
