Iran has filed a renewed complaint against Starlink with the International Telecommunication Union (ITU) on July 23. The complaint states that Starlink's unauthorized operations in Iran violate international radio communication regulations. This marks another protest by Iran over Starlink's activities, following a similar complaint in 2023.
Previous ITU Decision
In its earlier complaint, Iran argued that Starlink's satellite internet services within its borders were illegal due to non-compliance with territorial laws. The ITU supported Iran's stance, ruling that SpaceX, the company behind Starlink, must obtain authorization from individual countries before offering services.
Legal and Regulatory Actions
Iran’s latest complaint will be reviewed during the upcoming Radio Regulations Board meeting in Geneva. Iranian officials claim Starlink has failed to secure the necessary permits for operations in the country, deeming its services unlawful.

Less than a month ago, Iran’s Islamic Consultative Assembly passed legislation banning unauthorized electronic communication tools, including Starlink. Article 5 of the law prohibits the use, possession, purchase, sale, importation, or provision of these tools. Violators face sixth-degree imprisonment and equipment confiscation.
This development highlights ongoing tensions between Iran and foreign satellite communication providers over regulatory compliance and internet access within the country.
