Iran Parliament Approves Digital Economy Growth Plan

Iran's Parliament approves a plan to boost the digital economy, supporting businesses and innovation.

The general outline of the plan to remove obstacles and develop the digital economy was approved by the Iranian Parliament's Economic Commission.

Saeed Rahmat-Zadeh, a member of the Economic Commission, explained that the digital economy holds significant importance in today's world and for Iran. He stated that the Parliament has made decisions to organize regulations and create a structured plan to remove obstacles and develop the digital economy.

This plan was recently announced in the Parliament's Presidium and referred to the Economic Commission, where it was unanimously approved.

Future Steps and Plan Details

In upcoming sessions, the commission will review the details and articles of the plan. If it becomes law, it aims to support digital businesses by creating a suitable framework and ensuring transparency for supervision.

The plan, formulated in 25 articles, was announced in Parliament on November 5, 2025. It addresses challenges such as regulatory interference, legal obstacles, limited access to big data, and insufficient support for innovation.

Key Articles of the Plan

Article 2 prohibits requiring platforms to obtain new licenses, asserting that licenses obtained under the Guild System Law suffice for their activities. Article 3 requires executive bodies to obtain lawsuit approval before filing claims against digital businesses.

Article 4 ensures platforms have access to basic public data without extra tariffs. Article 5 facilitates digital economy businesses' acceptance in the capital market, requiring cooperation between the Ministry of Communications, Ministry of Economic Affairs, and Securities and Exchange Organization.

Article 7 bans mandatory pricing on digital platforms unless monopoly power is determined by the Competition Council. Article 9 mandates the development of technical regulations for digital financial technologies within six months.

Additional Provisions

The plan also covers various sectors, including transportation and health services. Article 13 emphasizes increasing digital platforms' share in health services by allowing electronic prescriptions through compliant internet platforms.
